How does the money actually reach people?
It does not, yet. Nothing in this product moves money, and nothing is configured that could.
Paying wages means moving other people’s money, which means money-transmitter licensing or a sponsoring bank whose rails you use. It is the single heaviest requirement in payroll and the reason this area is empty rather than half-built: a screen that looked like it could send a payment, and could not, would be the most dangerous thing in the product.
What exists is the shape money movement will take when it is connected — one debit, itemised, with wages, taxes and reimbursements accounted for separately rather than as a single unexplained figure.

Read the markers, not the length of the list
Anything marked planned or being built is not working today and is not charged for. Moving money needs a licensed partner and filing needs a status granted by each tax authority — neither is a matter of writing more code, and neither is claimed here.
